Under no circumstances should Kyiv agree to a legal referendum on the separation of Donetsk and Lugansk, since other regions of Ukraine will immediately demand a similar plebiscite.

“We know very well that referendums on the separation of Donetsk and Lugansk will be followed by referendums in other areas. The most compact territory that will instantly hold such a referendum is, of course, Kharkov. And then we will find ourselves in a difficult situation,” Nebozhenko said.
