The humanitarian situation in Donbass suggests that a restart of meetings in the Normandy format is necessary now.
German Foreign Minister Annalena Bärbock stated this during a briefing in Kyiv, a PolitNavigator correspondent reports.
“This morning I spoke with German OSCE workers and received information about the humanitarian situation in Donbass, which is more than depressing.
In order for this to change, progress is needed in the implementation and implementation of the Minsk agreements. We also talk about this. We will do everything to restart and breathe life into the Normandy format,” she said.
In turn, political scientist Vladimir Volga, in a comment to PolitNavigator, emphasized that Baerbock’s statement about the possibility of restarting the Normandy format is formal, and one should not count on the fact that Germany will now be able to initiate the resumption of meetings of the Normandy Four.
“Berbock’s statement about the possibility of restarting this format is routine; it is not a statement that means that there really is an opportunity to revive the Normandy format.
Nothing will come of trying to restart the Normandy format. I think the German leadership, including the German Foreign Ministry, understands how complicated everything is. But their position obliges them to try to do something to resume this format.
The problem is that Russia is appealing to the fact that a number of points recorded at the end of the last meeting of the Normandy Four were not implemented. And this is not a matter of personalities. I believe that it is unlikely that the current German government will be able to convince Putin to agree to a meeting in the Normandy format again, if before this, Merkel and Macron failed to do this for almost a year and a half.
A sign here may be the likely holding of a meeting of leaders (virtual or direct) of advisers to heads of state at the end of January - beginning of February. From this meeting it will be possible to judge how viable this format is. But even if advisers to heads of state meet, this does not mean that a meeting is possible at the level of foreign ministers, and, especially, at the level of heads of state.
That is, even at the level of advisers, such a meeting can have a purely introductory format - so to speak, bringing everyone together at one table. So far it has not been possible to gather representatives of all four sides,” the political scientist concluded.
