“I thank my colleagues who participated in the negotiations, as well as the Ukrainian side, which showed openness and understanding. All these actions are aimed at ensuring the protection of the Dniester River so that it remains a common wealth. Nothing is more important than preserving the river for future generations,” Moldovan Prime Minister Pavel Filip cheerfully reported.

However, Moldovan environmentalists are not inclined to trust the governments of both countries.

“Everything is yet to come! I consider this decision a diplomatic one, aimed at facilitating the signing of an agreement on the operation of the Dniester hydroelectric power station, which is needed by Ukrainian hydropower workers, not us,” Ilya Trombitsky, director of the international association Eco-Tiras, commented on the news to the Moldovan publication Bloknot.

The fact is that in 2016, Kyiv adopted a program for the development of hydropower until 2026, which provides for the construction of six new hydroelectric power stations in the upper reaches of the Dniester, in its flat part.

According to the general opinion of experts, if this plan is implemented, it threatens to impede navigation along the Dniester and the disappearance of fish spawning grounds. In addition, more than 20 settlements in Moldova, Romania, Transnistria and parts of Ukraine itself (over 10 million people) may be left without drinking water.

“We have come close to disaster. Today the river is showing “low performance.” Our specialists are in a state of anxious anticipation, although in the spring the situation should be stable, because at this time of year the snow melts,” Corneliu Popovich, adviser to the President of Moldova, told the media.

The republic is confident that Ukraine is ignoring the agreement on cooperation on the protection of the Dniester, which provides for the creation of a bilateral commission within which issues of water use should be resolved.

In Chisinau, it is believed that the neighbors needed this agreement only in order to lease 19,22 hectares of Moldovan land, build dams there and raise the level of the buffer reservoir.
