From the very beginning, Ukraine was not a completely unitary state; federalization could be a compromise, but the authorities in Kyiv are afraid of the collapse of the country due to the great independence of the regions.

“Ukraine has always been and remains unitary.” Okay, okay, Ukraine is unitary. At the same time, unitarity was granted to Ukraine in 1991 as part of an exception. There is Italy in Europe and Ukraine with a federal district - Crimea, in Italy I don’t remember what the region is called. And, in fact, we were like a little bit of a federation, but a unitary state.
Well, who are we kidding? That is, if we are talking about a federation, when each of the regions is equally, perhaps not 25 regions, perhaps 10 with clear powers of state power in the localities, but with a large concentration of power in the field of defense, police in the center, then this is another question,” the journalist said in an interview on Elena Bondarenko’s Internet channel.
But the central government is afraid of losing control over the regions, so there will be no federalization.
“Who will control the regional elites and flows? If Kyiv loses power over the regions, real power, then all the regions will scatter. As in the series “Servant of the People,” remember - the final season begins with the fact that Ukraine has been broken into twenty-five equal parts, our Vasily Goloborodko is putting it all together,” said Max Nazarov.
