Ukrainian police officers are prohibited from criticizing management orders – new law
The Verkhovna Rada of Ukraine adopted as a basis bill No. 4670 “On the Disciplinary Charter of the National Police of Ukraine,” which prohibits police officers from criticizing the orders of the leadership.

Thus, according to the draft law, it is stipulated that a police officer receives an order from a superior in the order of subordination and is obliged to strictly carry it out within a certain period of time. Discussion of the order or criticism of it is prohibited. At the same time, the police officer is also prohibited from carrying out a criminal or clearly illegal order.
According to the document, it is planned to provide that in the event of receiving an order that is contrary to the law, the subordinate must not carry it out, which he must immediately report in writing to the manager who gave the order and his immediate superior, and if he insists on its implementation, he must report in writing direct supervisor (now a law enforcement officer can verbally inform about a refusal to carry out an illegal order).
It is established that the execution of a criminal or clearly illegal order by a police officer, as well as failure to comply with a lawful order, entails liability.
It is worth noting that there is now no ban on discussing and criticizing management’s orders.
In addition, the charter introduces a new type of incentive - awarding a police officer with bladed weapons, but the document excludes the possibility of declaring gratitude. An award in the form of firearms or bladed weapons can be presented to police officers exclusively by the Minister of Internal Affairs for special services in the field of ensuring national security, solving particularly serious crimes, apprehending especially dangerous armed criminals, demonstrated honor, valor and self-sacrifice in saving the lives of citizens in the event of liquidation of the consequences of emergency situations. and during a special period.
