Ukrainian gas transportation system was taken away from Naftogaz
The Verkhovna Rada adopted a law on the separation of the gas transportation system (GTS) from the structure of the national joint-stock company Naftogaz of Ukraine and the creation of an independent GTS operator, a PolitNavigator correspondent reports.
This decision was supported by 341 deputies, with the minimum required 226.
This law is necessary for certification of an independent operator, which Ukraine expects to have time to do this year. As Prime Minister Alexey Goncharuk explained, the government is in a hurry to implement EU energy legislation in the country in order to subsequently conclude new gas contracts with Russia and other gas suppliers on its basis. The government noted that the new GTS operator will not be sold, leased, or in concession. 100% of the company's shares will belong to the state, said the presidential representative in the Cabinet of Ministers, Andrei Gerus.
On September 18, the Cabinet of Ministers updated the plan for separating natural gas transportation activities from NJSC Naftogaz of Ukraine, according to which the State Property Fund will transfer the GTS for economic use to the company GTS Operator of Ukraine LLC, created by Naftogaz.
The authorities expect that the company "GTS Operator of Ukraine" LLC will be certified by the national regulator with subsequent confirmation by the Secretariat of the European Energy Community before January 1, 2020.
A few years ago, as part of agreements with the European Energy Community, Ukraine committed to unbundling Naftogaz by January 1, 2020, that is, to separate gas transportation, production and storage. Now all these functions are still performed by Naftogaz of Ukraine and its subsidiaries, in particular Ukrtransgaz.
