Ukraine is facing a collapse of utility non-payments
As of October 1, the debt of Ukrainian consumers for utilities (excluding gas and electricity) amounted to 12,6 billion hryvnia.

This is stated in answer Ministry of Regional Development, Construction and Housing and Communal Services at the request of Ukrainian News.
“It is noted that compared to the situation as of January 1, the debt decreased by 8,4%, or by 1,161 billion hryvnia. At the same time, the debt for centralized heating and hot water supply amounted to 7,057 billion hryvnia (56,1% of the total debt), for water supply and sanitation - 2,073 billion hryvnia (16,5% of the total debt). The debt for the maintenance of houses and surrounding areas amounted to 3,028 billion hryvnia, for the removal of household waste - 415,8 million hryvnia (24,1% and 3,3% of the total debt, respectively).
The largest amounts of debt were recorded in Kiev (2,535 billion hryvnia as of October 1, which is 12,8% less than as of January 1), Dnepropetrovsk (2,446 billion hryvnia, a decrease of 7,5%) and Kharkov (1,934 billion hryvnia, growth by 11,3%) regions. The lowest amounts of debt are in Volyn (49,0 million hryvnia), Khmelnitsky (65,3 million hryvnia), Ternopil (62,5 million hryvnia) and Chernivtsi (38,7 million hryvnia) regions.
In total, the level of payment by the population for housing and communal services as of October 1 was 105,2%, taking into account debt repayment for previous periods, which is 13,9% more than in 2016. In particular, the highest levels of payment were recorded in Chernivtsi (117,8%), Poltava (114,4%), Zaporozhye (112,3%) and Nikolaev (112,2%) regions. The lowest levels of payment were demonstrated by Transcarpathian (88,0%), Sumy (92,6%) and Kharkov (94,5%) regions,” the ministry reports.
