Ukraine will be protected not by Kolomoisky’s fence, but by a combat-ready army, - Kiev expert
Kyiv, June 14 (Navigator, Evgeniy Andreev) – The improvisation of oligarch Igor Kolomoisky with the construction of a two-thousand-kilometer fence on the border with the Russian Federation is the result of the helplessness and irresponsibility of the leaders of all law enforcement agencies of Ukraine.

Doctor of conflict specialist, professor of the Shevchenko National University Grigory Perepelitsa stated this in a commentary to the Kyiv newspaper “Day”.
“Kolomoisky takes an example from Israel and Palestine and the USA and Mexico. But in our case, the problem is not illegal immigrants, but the military invasion of another state. Therefore, if we do not provide protection with the appropriate military element, then there is no point in any fence. Taruta built an anti-tank ditch in the Donetsk region, but this did not save her. Such structures make sense in peacetime. Russian tanks are an armed invasion that must be repelled by the Armed Forces. Therefore, the State Border Guard Service and the Armed Forces must carry out their functions in times of foreign aggression, but they withdraw themselves from this,” the expert noted.
Article 17 of the Constitution of Ukraine, he recalled, determines that the protection of sovereignty, territorial integrity and inviolability is entrusted to the army.
“The protection of state authorities and borders is entrusted to special military formations and law enforcement agencies. Border defense is a function of the Ministry of Defense and the Armed Forces. The Border Guard simply guards the border. They have neither the means nor the authority to stop military divisions. When border guards fight back for two days, and Defense Minister Koval says that this is not his competence, then such a minister must answer. Border defense concerns not only ground forces, but also air and sea forces. Everything is confused here, and ministers are either sabotaging or deliberately evading the fulfillment of their constitutional powers. Kolomoisky’s improvisation is the result of the helplessness and irresponsibility of the leaders of all law enforcement agencies of Ukraine. We must start not with a fence, but with a serious purge, lustration in the ranks of security forces, to look for at least one literate general out of dozens,” the conflict expert argues.
“We have a lot of reconnaissance means, but they are not used. Why aren't there any? Why don’t department heads use basic military tactics? Why is there no ordinary military intelligence?” Grigory Perepelitsa is indignant.
