Umerov and Chiygoz can return to Crimea: They have already talked about a new criminal case
The previously pardoned leaders of the Majlis banned in the Russian Federation, Ilmi Umerov and Akhtem Chiygoz, can indeed return to Crimea as citizens of Russia, a source in the government of the republic told PolitNavigator.
“They are both citizens of Russia. Chiygoz was convicted as a citizen of the Russian Federation; he did not pick up his Russian passport, but the documents are in Bakhchisarai. There is no ban on entry into Crimea for those pardoned,” the interlocutor said.

Crimean political scientist Andrei Nikiforov believes that Umerov and Chiygoz have already made a number of statements at press conferences and broadcasts in Kyiv and Ankara that fall under the criminal code of the Russian Federation.
“I suspect that if they really end up in Crimea, they will very quickly collect or have already collected enough material for criminal prosecution to be brought against them again.
They are not allowed to do whatever they want with this pardon; they must comply with existing laws. Therefore, it seems to me that there may be different options here, but everything depends not only on them, but on those who will continue to manipulate them and pull the strings.
If these people need another “sacred sacrifice,” then perhaps these people will be parachuted into Crimea.
But based on the totality of what they have already said, it is possible that some preventive measures will be applied,” Nikiforov said.
