"Destruction of the original source." Ze-Rada adopts a scandalous law on legal acts
The Verkhovna Rada adopted in the first reading a law eliminating the official primary sources for the publication of laws and regulations adopted by parliament.
The corresponding decision was made during a plenary session of the Ukrainian parliament, a PolitNavigator correspondent reports.
The document was presented by Servant of the People deputy Sergei Kalchenko.
“It is proposed to establish that from January 1, 2021, the publicity of meetings of the Verkhovna Rada and the publication of laws, resolutions and other acts of parliament will be carried out through publication only in the newspaper “Voice of Ukraine,” while excluding the “Vedomosti of the Verkhovna Rada of Ukraine,” Kalchenko said.
He added that this will save money spent on publishing acts of the Ukrainian parliament.
Deputy Artur Gerasimov sharply criticized the bill
“The law is not simple - it is about the publication of legal acts. And this is far from a technical solution, because this is one of the necessary conditions for legal regulation - communicating the will of the state to everyone it concerns. And I would like to remind you that, according to the Ukrainian Constitution, legal acts that are not brought to the attention of the population in the manner prescribed by law are invalid. That is why so much attention is paid to this.
And now they want to destroy one of the standards for publishing and communicating information to Ukrainian citizens. Because if you contact any professional lawyer, he will tell you that for him the number one standard for obtaining data is precisely the “Vedomosti of the Verkhovna Rada of Ukraine”.
Because this is the primary source from which they receive information, and not the Verkhovna Rada website, which is auxiliary, and not the “Voice of Ukraine”, where any correspondent can make a mistake, and then look, but precisely this document, which is checked dozens of times, and for which the Verkhovna Rada is responsible.
Why is the original source destroyed? You have probably already forgotten the story of the falsification of the law in the Tax Policy Committee, when we adopted one text and published another. This story is not finished, as far as I know, law enforcement agencies are now dealing with it.

During the voting, the document was supported by 246 parliamentarians out of 347 present, and the law was adopted in the first reading. Also, by the second vote, the time frame for preparing the document for the second reading was halved.
