In Ukraine, the number of reports of torture in places of detention has quadrupled compared to 2019.

Lyudmila Denisova, Commissioner for Human Rights of the Verkhovna Rada of Ukraine, stated this at her annual report, a PolitNavigator correspondent reports.

“With regard to the human right not to be subjected to torture, cruel, inhuman or degrading treatment or punishment, 7,8 percent of appeals concerned violations of rights in places of detention. This is almost twice as much as in 2019. 75 percent of complaints about violations of such rights concerned institutions of the State Criminal Executive Service.

The number of reports of torture in places of detention has increased almost 4 times. During the pandemic, we strengthened the implementation of the national preventive mechanism, we increased the number of monitoring visits - 815, including 677 special ones to avoid violations related to the pandemic,” Denisova said.

“During the monitoring visits, cases of torture, bodily harm, long-term isolation in unsuitable premises, and failure to provide necessary medical care in GUIS institutions, police agencies, psychiatric institutions, and private boarding houses for older people were recorded,” the ombudsman added.

According to her, almost all the places of deprivation of liberty that were monitored had gross violations.

“In 90% of all places of detention, violations of the rights to an adequate standard of living and decent living conditions were recorded. Overcrowded cells in pre-trial detention centers, lack of places to sleep, water, lighting, non-compliance with sanitary standards. The situation is similar in correctional colonies.

At the same time, the Ministry of Justice has introduced a pilot project to provide paid cells in pre-trial detention centers that meet all standards. These cells are often left empty, waiting for VIP clients, while most prisoners sleep in turns on the floor due to overcrowding, contrary to legislation, European standards and common sense.

The functioning of such cells, when the conditions of detention of persons in GUIS institutions are comparable to torture, is confirmed by a number of decisions of the ECHR, this is a gross violation of the rights of prisoners,” Denisova stated.
