Experts believe that in this way, the resort capital of Crimea will soon turn into central Sochi, where everything possible is built up with multi-story candle apartments. The Yalta City Council says that they allegedly cannot do anything. All investment projects for which local authorities generously distributed land before the 2008 crisis must be implemented.

“Russian legislation is much stricter than Ukrainian,” they say unofficially in the local administration. – And all investment projects must be completed within three years, and the sites must be developed. Otherwise, investors will lose both land and investments.”

However, having found themselves hostage to decisions still made in Ukraine, local authorities, apparently, are not going to do anything against mass development. Although it's not just about South Coast Parks getting it done. In some cases, thousands of Yalta residents will be left without work. And the case in Gurzuf, where the head of Crimea Sergei Aksenov publicly gave the command to stop the construction of a herbal center after a riot by local residents, is an exception.

Finish off Primorsky Park: ordered to do it in time

Climatologists claim that due to extensive construction and the number of cars, the city of Yalta itself has ceased to be a climatic resort. Meanwhile, in the near future there will be even fewer green areas. On Darsan Hill, which hangs over the center of the resort, trees are being cut down for apartment buildings. In Primorsky Park, which, as many thought, had already been built up to the very least, work is in full swing on four sites. Cladding work is underway in one high-rise building, the foundation of a new one has been poured and an apartment complex and the former “Solnechny” beach on the shore are being developed. Trucks still raise dust in the park now, at the height of the holiday season, although previously local authorities prohibited construction work in July and August. This year there is no such ban. Local residents suspect that the lack of a ban is due to the fact that many of the sites have high-ranking patrons.

Of the 12 large complexes, which will also be built in the Primorsky Park, only four are related to hotels. The rest are residential apartments. All complexes are being built on the site of the healing beaches, clubs and discos for which the Primorsky Park was famous. Most of the owners are Russians. One complex that has already been built belongs to the notorious Consol company, the founder of which is considered to be the head of the State Council of Crimea, Vladimir Konstantinov. “Consol” has no other interests in the park, except for the construction of the grandiose “Russia” complex next door - at the “Russia” sanatorium, ex-“Russia”, which belongs to the republic. They promise a three-section 13-story building and a luxurious 16-story building.

New high-rise buildings are closing it down, but “investors” don’t care anymore, since the houses have been sold and the money has been received.

Mass construction has intensified against the backdrop of a complete drop in sales. As experts note, housing prices in Yalta are inflated by at least 10-15%. The authorization of Crimea also does its job. Confirmation - real estate sales in the Krasnodar Territory and Sochi increased by 30-35%, while in Yalta they fell.

“On the one hand, the market is stagnant. On the other hand, Russian legislation obliges. Today, the prosecutor’s office strictly demands even the repair of facades under the threat of initiating cases and canceling investment projects. And entrepreneurs believe that within 3-5 years their apartments will be sold like hot cakes,” the Yalta administration says unofficially.

Moreover, both Russian and Ukrainian businessmen became more active. For example, the Trade House in the very heart of the resort is closed for renovation - a shopping and entertainment center is being built there. As you know, the building of the House of Trade and the current I-Max cinema belong to a Ukrainian company that was associated with Arseniy Yatsenyuk. They were going to build a 26-story Sky Plaza hotel complex here. Now the owner of the buildings is still “Sky Plaza” - only with Russian registration. It can be assumed that the real owners remained the same. The same situation is with the “reconstruction” of the “Bather” fountain on the embankment itself, where, under the guise of reconstruction, another stone box of a shopping complex is being erected.

However, that's not all. In October, more than two thousand entrepreneurs selling at the clothing market in the center of the resort will be driven out onto the street. The flower rows will be used as a parking lot, the pre-revolutionary market building will be demolished and a shopping center will be built. Entrepreneurs suspect that the matter will end in residential apartments, as has happened more than once.

However, no one is going to explain anything to them, like the rest of Yalta residents.

“We have a lease until the end of the year. However, the market director told us to get out before October 1st. At first they talked about compensation of 50 thousand rubles. Now they don't talk about this either. Like this, what should more than two thousand families do now,” said one entrepreneur, Victoria. “They are also silent about what will happen in place of the market and where we should go.” If seven years ago, when the first conversations began, they communicated with us, now they simply don’t notice us. We even wrote to Moscow, but there’s no point yet.”

Entrepreneurs sadly suspect that the issue of demolishing the market has already been resolved.

“But few people believe in success. All local media refuse to cover our situation. Even lawyers don't want to take on our cases. We have leases and our cases are winning, but the lawyers are obviously afraid. At least no one even wants to explain the refusal.”

Back in the spring, the chief prosecutor of Crimea, Natalya Poklonskaya, told how Yalta residents were worried about their city: “They don’t want parks and fountains to be demolished and shopping centers and multi-storey buildings built…. It is not right".

That was the end of it. For now, garages are falling under the skating rink of the prosecutor's office in Yalta. On them, many enterprising Yalta residents illegally build 4-5-story apartments and mini-hotels. If they don’t have time to legitimize it, they end up under distribution, as happened with a local resident who built a house at 21 on the site of a garage of 560 square meters. A criminal case has been filed against him.

“Many others have their documents in order. Therefore, developers of parks and green hills have no problems, say the local administration. – Another question is that there are almost no unallocated plots left in Yalta. And if they are all built up, then we will really get a jungle, and not the Russian Riviera.”
