In Balaklava they demand the release of plots seized during Ukraine in the historical zone

About 700 plots of land in Balaklava, located on the slopes of the bay, fell into the restrictive zone of the landmark and landscape areas.

They are not subject to development, and their protective status is reflected in the rules of land use and development, the draft of which is currently being discussed in Sevastopol, a PolitNavigator correspondent reports.

According to the STV channel, at a public hearing in Balaklava on the PZZ project, the owners of the plots again raised the issue of the R-5 zone, which included their plots, and which is protected by the order of the Ministry of Culture of the Russian Federation of 2016 on restrictions on urban planning activities within the boundaries of the landmark site - Chersonesus Tauride and the Chembalo fortress. The slope around the fortress has become a protected landscape.

“This is a protected landscape,” the director of the department of architecture and urban planning of Sevastopol emphasized during the hearing. Maxim Zhukalov. – A slope protected from the point of view of the historical and cultural landscape that exists here. Therefore, probably, in this particular case, you need to demand the purchase of the land plot and purchase it in another place where you can realize your construction needs. I understand that the array there is huge. So the situation is difficult, but that’s how it is.”

Residents of Balaklava paid attention to the development of the slopes on the other side of the Chembalo fortress. Since 2013, the slopes of Mount Asceti have been built with cottages. The houses have already come close to the route of the Great Sevastopol Trail. The plots here were already distributed under Ukrainian jurisdiction, and all efforts to give protected status to the landscapes, including scientists from INBYUM, did not bring results - the fences already go close to the path to the Silver and Golden beaches of Balaklava.

“On closer inspection, the houses crawled onto the slope and blocked the Great Sevastopol Trail,” Sevastopol residents noted at the hearing. “This slope has landscape, aesthetic and natural significance and needs to be preserved.”

Let us remind you that the discussion of the PZZ takes place in turn in each district of Sevastopol and everywhere causes a storm of indignation. In Nakhimovsky, residents were outraged by parks and squares on the site of their homes, recreational zones instead of individual housing construction, and sanitary zones of monuments on personal plots. Residents of the Fiolent massif demand that they be transferred from horticultural cooperatives to the residential sector, and that 100 hectares of land be transferred from agricultural to recreational use in the Baydar and Varnaut valleys.

About 4 thousand comments and proposals have already been accepted, which a special commission will consider and decide whether to take into account the opinion of the owners of the plots or not. The land use and development rules define the boundaries of territorial zones and urban planning regulations. According to the project, it is proposed to establish 40 types of territorial zones in Sevastopol. After their approval, it will be illegal and punishable to build multi-storey buildings on individual housing construction lands and to build guest houses in garden partnerships.
