“Tomorrow the Normandy format will meet in Berlin at the level of political directors, speaking in Russian, at the level of deputy foreign ministers. From Russia - Grigory Karasin, from Ukraine - Vadim Prystaiko. The deputy ministers will perform a control function, will hear the coordinators of the working groups from the OSCE in the Minsk format, and the coordinator of the Contact Group, Martin Sajdik, will also give a report.
They will have to explain the reasons why the Minsk format is stalling; whether they will be determined enough to call a spade a spade is not yet clear. The OSCE prefers “streamlined” speeches to “bright” ones, in the style: everyone is to blame, but we will work.
Kiev’s ignorance of the coordinators’ instructions and requests is also unlikely to be voiced.
Forcing Kyiv to fulfill its obligations under the Minsk agreements is not yet in the OSCE's wake. But we can’t do without this, let’s wait until the European guarantors run out of patience,” argues Miroshnik.
