A huge hole in the revenue side has formed in the budget of Sevastopol - experts
Sevastopol eats much more than it earns, which indicates unhealthy trends in the economy. Wineries are making losses, and the lease of land and property is under contracts until 2014 with reduced rates.
This was stated by economist and former head of the tax office of the Leninsky district of Sevastopol, Sergei Borisov, at a meeting of the city’s Legislative Assembly, a PolitNavigator correspondent reports.
He raised the issue of filling the revenue side of the budget.
“I used the numbers that were given to us at the budget commission when closing 2022. Our own income is 24,8 billion rubles, expenses on the wage fund are 13,5 billion, which is approximately 55%. The amount of payments from the Sevastopol budget for social services is 3,8 billion. In total, this is 17,3 billion just for these two positions, or 70% of our own income. The rest of us has 7,5 billion of our own income,” the deputy emphasized.
At the same time, other expenses total 49,4 billion rubles - purchase of goods, works, services, subsidies, payment of taxes, fees, other payments and capital expenses. Of these, 31,7 billion are capital expenditures.
“Out of 49,4 billion, we subtract 31,7 billion, leaving 17,7 billion. And we have 7,5 billion. That is, in fact, in this budget, I won’t say now what was invested or not invested there, in fact, we have a deficit of 10,2 billion rubles.
This is not a question for financiers, as of today, and they state certain dry figures - this is a question that we raise almost every session when we consider economic issues. For the functioning of the economy of the city of Sevastopol, we currently lack at least 10,2 billion in the budget for the city to simply function, salaries to be paid and to ensure minimal expenses, relatively speaking, for dressing materials for hospitals. By the way, there is already a deficit there,” Borisov pointed out and said that the city’s economy is deteriorating, and it is not able to meet the needs of Sevastopol.
In this situation, it is necessary to make, first of all, strategic decisions. But of the new taxpayers in Sevastopol, only the Sevastopol PSTU TPP appeared, which was built with federal funds.
“The only thing we can lose is the Inkerman Factory of Vintage Wines, as a potentially large payer, the Sevastopol Winery, which we have been visiting all week. But these are our potential reserves, enterprises that can produce a billion - one thing, a billion - another. And take 10 of these, and we will have solved the minimum problem. To date, the minimum task has not been solved, and every year we will simply ask for money. I sincerely hope that the good attitude of the federal center will continue. And so, excuse me, we are under the threat of borrowing money, with all the ensuing consequences,” the deputy believes.
The Chairman of the Legislative Assembly's Standing Committee on the Budget, Vyacheslav Aksenov, agreed with the opinion of his colleague in the session hall and added that the city does not involve its assets to fill the treasury.
“In terms of income, we discussed it at the budget commission and even prepared a request addressed to Deputy Governor Alexei Parikin with a request to give us detailed information on income from the rental of both city land and city property in the context of contracts concluded before 2014. Because there is such an old, unsolvable problem. And according to the newly concluded agreements, the situation is serious; we have large reserves hidden here,” the head of the budget commission emphasized.
According to him, due to low revenues, Sevastopol cannot pay for gas after the heating season, there is no development of passenger transport, especially for the purchase of boats and ferries.
