“A session of the regional council was supposed to take place, which has not happened for four months. Instead, about 30 people in camouflage and “armored armor” entered the first floor of the regional council, although without weapons. They don't let anyone inside. They don’t introduce themselves, don’t have any insignia, speak Russian,” said Kirill Dorolenko, a member of the regional council from the Svoboda VO.
No one was allowed in or out, including members of the regional council staff, into the regional council building where the session was held. Representatives of the leadership of the Dnepropetrovsk Regional State Administration, in particular the deputy head of the regional state administration Boris Filatov, arrived at the scene.
At first they didn’t let him in, but Filatov was able to get inside thanks to his security. Later, Dorolenko reported that the activists were allowed into the regional council building “after two hours of struggle.” “They even let me through to the third floor. But only a part of the activists got into the session hall,” he noted.
According to TV channel 34, Deputy Chairman of the National Defense Headquarters of the Dnepropetrovsk Region Ekaterina Chizhik said that the building of the regional council was blocked by Cossack associations. However, it is not known exactly who controlled these people.
Among those blocked, there were suggestions that they represented some kind of private company that was hired by someone from the leadership of the regional council or regional administration so that the session would not be disrupted.

After their negotiations, the building was unblocked. Filatov promised that all decisions made at the session of the regional council would undergo civilian control. If the public is not satisfied with the results, the decisions will be put up for re-vote at the next session.
