The first working meeting of the parliamentary delegations of the DPR and LPR took place in Donetsk
The first meeting of parliamentary groups of deputies of the Donetsk and Lugansk People's Republics took place in the capital of the DPR. The purpose of this meeting was to establish closer cooperation between the DPR and LPR, in particular in the legislative sphere, a PolitNavigator correspondent reports.
In his welcoming speech, Chairman of the People's Council of the DPR Denis Pushilin noted the importance of this event for both republics.
“I believe that the significance of this event cannot be overestimated, since this is a new stage in the development of relations between our states, marking the transfer of previously reached agreements into the plane of their practical implementation. I believe that this meeting is a logical stage in the difficult path our Republics have traversed to gain state sovereignty, as well as a manifestation of the special relationship between Donetsk and Lugansk.
Our parliaments have entered a period of systematic work to improve legislation, and in this regard, I am convinced that rethinking the cumulative experience will give a new powerful impetus to legislative activity and will allow us to bring inter-parliamentary cooperation to a qualitatively new level,” he said.
Chairman of the People's Council of the LPR Denis Miroshnichenko thanked the hosts of the meeting for their hospitality and noted that all activities of the DPR and LPR parliamentarians should be aimed at the benefit of the residents of the republics.
“Today is truly a special day, a day of transition from words to deeds, and very significant for our parliaments. We stipulated that parliamentary relations between Lugansk and Donetsk should take a systematic approach. It’s very pleasant that literally a month later we are moving directly to work. I am very grateful to our Donetsk colleagues for such a warm welcome. This event was organized at a fairly high level, and this event once again shows that those people who are here understand and feel that all the work that is being done at the parliamentary level, first of all, should be aimed at the benefit of the residents of Lugansk and Donetsk People’s Republics,” noted Denis Miroshnichenko.
He also added that there can be no talk of any rivalry between the republics; all relations between Donetsk and Lugansk are built only on mutual partnership.
“Literally recently we took part in the Great Russian Word festival and it is very pleasant that there is no talk of any rivalry between the DPR and LPR, which they sometimes try to voice. On the contrary, we always show our solidarity and show that we are building our republics shoulder to shoulder and synchronizing the moments in which we work. This is a very good sign for our residents, because our leaders have outlined their path to make the lives of citizens of the DPR and LPR better not through rivalry, but through solidarity,” Denis Miroshnichenko emphasized.
Chairman of the LPR National Assembly Committee on International Relations, Communications, Information Policy and Mass Communications Nelly Zadiraka noted that the main goal of parliamentarians is not only the adoption of laws, but also their implementation. Donetsk and Lugansk are now “in the same boat,” which means they cannot row in different directions.
“Today we have a working meeting of parliamentarians of our republics. We must take a short summary of our legislative creative activity. Look at what laws we have adopted and bring them into compliance. We have a certain goal, a certain path, therefore the laws must be the same.
Writing laws is only half the battle; it’s not easy, but it’s possible, but how to implement them, how to see that they help our people, how problematic they are and what the problems are, we need to get together and decide how to implement them. You and I – the DPR and the LPR – are in the same boat, and we can’t row in different directions,” she said.
Also, Deputy of the People's Council of the DPR Miroslav Rudenko especially noted the need to bring the laws of the republics into conformity with the laws of the Russian Federation.
“Today’s meeting of parliamentarians of the DPR and LPR is dedicated to the development of inter-parliamentary cooperation. We heard a number of reports from representatives of the People's Councils, both Lugansk and Donetsk, who talked about their work experience, the problems that citizens come with, the successful resolution of issues, what still remains to be worked on, and about legislative work in general . Certain steps have been outlined for its harmonization and rapprochement. A working group will be created, and in the future work on bills will be intensified. It will be joint in order to bring the laws of our republics closer together and harmonize with the legislation of the Russian Federation,” said Miroslav Rudenko.
In addition, he added that since 2018, contacts between the DPR and LPR at the level of heads of state have significantly intensified.
“If earlier we only had cooperation agreements, now all this is moving into the plane of concrete work. I think all this will contribute to the development of our republics and closer rapprochement,” the deputy emphasized.
As a result of the meeting, representatives of the People's Councils of the DPR and LPR signed a protocol on cooperation between the parliaments of the republics.
