The European Parliament proposes to support the opening of a procedure against Hungary with the subsequent deprivation of this country’s right to vote in the EU Council in connection with a possible gross violation of the fundamental democratic values of the European Union, a PolitNavigator correspondent reports.

This is stated in the draft resolution of the European Parliament regarding the “proposal to call on the Council of the EU to apply Art. 7 of the Treaty on European Union due to the existence of a clear risk of a serious violation by Hungary of the fundamental values of the EU.”

Article 7 of the Treaty on European Union provides for the imposition of sanctions on a member state, including deprivation of the right to vote in the Council of the EU, for violating the democratic values fundamental to the Community.

“The European Parliament is convinced that the current level of corruption, lack of transparency and accountability regarding public finances, as well as inappropriate spending and over-costing of financial programs are harming EU financial resources in Hungary; considers that this may constitute a violation of the values defined in Art. 2 of the EU Treaty, with the provision of a warrant for the application of Art. 7 of the EU Treaty,” says the draft resolution.

In particular, the European Parliament believes that Budapest has serious problems regarding the observance of democratic values in the following areas: the functioning of the constitutional and electoral systems; independence of judiciary; corruption and conflict of interest; protection of personal information; freedom of expression; freedom of higher educational institutions; freedom of religion; freedom of association; right to equal behavior; rights of minorities, including Roma and Jews; fundamental rights of migrants, asylum seekers and refugees; socio-economic rights.

The debate on Hungary's violation of democratic values will take place in the European Parliament on Tuesday, and the vote on the resolution on Wednesday.
