In Kyiv, meanwhile, they are preparing to present new claims to the militias and Russia. “Ukraine will report that the ceasefire agreements are not respected by the DPR and LPR, and will remind you that observers sometimes do not notice shelling,” said a source in the Ukrainian presidential administration. The militia also said yesterday that the truce was only partially observed, but they blamed this on the Ukrainian security forces.
On the second point of the set of measures—the withdrawal of heavy weapons from the contact line—there are slightly fewer disagreements. But there is no clarity about the prospects for the exchange of prisoners - another point of the plan agreed on February 12.
Taking this into account, Kiev is promoting the idea of deploying an international peacekeeping contingent to the territory of Donbass. Kiev political scientist Alexey Poltorakov says that Ukrainian Foreign Minister Pavel Klimkin will “prepare European opinion on the appeal to the UN for peacekeeping support.”
True, the EU is not yet ready to talk about this seriously. European Commissioner for Enlargement Johannes Hahn, commenting on the idea of introducing a peacekeeping contingent, called for “focusing on the concrete implementation of the Minsk agreement, and not speculating on the use of other opportunities.”
