In Europe, they fear that the supply of lethal weapons to Ukraine will lead to an escalation of the conflict in Donbass
There is no unity among European politicians and experts regarding the possible participation of the United States in the Normandy format, and there are fears that the US promised supplies of lethal weapons to Ukraine will lead to an escalation of the conflict.

Political scientist, expert at the Kyiv Center for Political Research and Conflictology Anton Finko stated this at a press conference in Kyiv, a PolitNavigator correspondent reports.
“One of the German experts, Stefan Meister, said that the Volker-Surkov negotiations can only be an additional track, more informal, and the United States should join the Minsk format. This position was expressed at the expert level, but at the level of officials, at the level of the German Federal Foreign Office, we have never heard our European partners signal their readiness to expand the Normandy format. It can be assumed that there is currently no agreement on this issue among Ukraine’s Western partners, and among part of the German expert community there are concerns that the supply of lethal weapons (which the American side is increasingly inclined to do) will only be an impetus for further escalation. As Stefan Meister also puts it, Russia will always be strong enough not to lose in this clash,” he said.
