A unique park in Foros is under threat of destruction

Local residents gathered in the park to find out from the management of the sanatorium of the same name what kind of construction was being carried out in a specially protected area and whether it would become closed in the future.

“We don’t have clear information - what will happen to the park, whether they will let us there, what will be the fate of the trees that they are going to replant. There was no public hearing, and we don't know. That’s why people are worried, people came, they want to know whether they will let us into the park, whether they will debar the park,” said Evdokia Matsukova, a resident of the village of Foros.

According to the head of the park management department of the sanatorium, Eduard Blazhko, we are talking about the reconstruction of existing old buildings:

“The seventh building, a canteen and a former stable and football field. This will be a reconstruction within the existing buildings. This is the information that I have today. I, as the head of the park service, can assure you that not a single plant will die. If the developer replants anything, it will all go through environmental assessment procedures.”

The Council of Ministers of Crimea clarified that the Ak Bars children's camp will appear at the reconstruction site, but emphasized that all the necessary documents for this have not yet been issued:

“Currently, design and estimate documentation is being developed for the placement of the Ak Bars Children's Health Complex on the territory of the park. At the same time, the approval of permitting documentation by the relevant regulatory authorities is under consideration. In order to avoid damage to the park’s vegetation, the children’s health complex is expected to be located in existing premises and on sports grounds, free of plantings, after their reconstruction.”

The Ministry of Natural Resources of Crimea also stated that they did not issue a permit for the construction of this complex.

“I am surprised that everyone knows everything, something has begun to be done, but there is no full project documentation. Therefore, we took a break in this regard,” added Yalta City Council deputy Alexander Grigoriadi.

At the same time, in the plan for the construction of the camp, which was at the disposal of local residents, it is indicated that it will occupy an area of ​​11 hectares - this is almost half of the park, where, in addition to the canteen, a two-story residential complex for children and sports grounds, which are subject to reconstruction, there will be another six-story hotel and residential complex on six floors.

It is interesting that on the website of the Crimean Ministry of Natural Resources there is a project for the reconstruction of the monument park, which states that as part of the development it is planned to replant almost one and a half thousand trees aged from 10 to 100 years, including juniper, Siberian pine, and oak.

The head of the park management department of the Foros sanatorium, Eduard Blazhko, promised that this project would not be used: “We held meetings at the Institute of Ecology and Design about the legitimacy of such a document, and found a number of inconsistencies. In this regard, the budget of the Foros sanatorium allocates funds for the formation of a new project for the organization of the territory and a reconstruction and maintenance project, where the process of restoring the park will be clearly spelled out, item by item.”

Let us remember that previously the Foros sanatorium belonged to the Ukrainian oligarch Igor Kolomoisky. Considerably worn out in Ukrainian times the Soviet-built boarding house was nationalized after the Russian Spring, and in 2016 sold to the Federation of Trade Unions of Tatarstan, which began the reconstruction of Foros.
