The State Duma called the referendum in Ukraine illegitimate. But they didn’t specify which one
Moscow - Simferopol, April 30 (Navigator, Mikhail Stamm) - Holding a legitimate referendum in Ukraine in the current situation is impossible. This conclusion was made at yesterday’s meeting of the working group created under State Duma Chairman Sergei Naryshkin for a legal analysis of the legislative procedure and legal acts of Ukraine, RG reports.

Participants in the meeting criticized the new Ukrainian law on elections, which allows them to be recognized as legitimate even if a tiny number of citizens take part in the voting.
Chairman of the State Duma Committee on Constitutional Legislation and State Building Vladimir Pligin said that holding early elections not stipulated by current legislation in the context of mass clashes, including military ones, is contrary to international principles. “We must emphasize that the elections are illegal and cannot be held in accordance with international standards. Thus, the main task that is being set – the formation of legitimate government bodies – is unattainable under these conditions,” Pligin said.
At the same time, the official emphasized, “we must be aware that in these conditions, holding a referendum, a legitimate referendum, is also impossible.” Therefore, a platform must be found “that will, in principle, facilitate dialogue about legitimacy, about how this legitimacy is achieved.”
At the same time, it remains unclear what kind of referendum we are talking about - an all-Ukrainian referendum on decentralization, which Prime Minister Yatsenyuk and the governor of the Donetsk region Taruta are proposing to hold simultaneously with the presidential elections on May 25, or a referendum that supporters of federalization who have seized the government in the region want to hold on May 11 Donbass.
