State Duma Deputy Oleg Nilov sent a deputy request to the Prosecutor General of the Russian Federation Igor Krasnov with a request to check involvement Roman Abramovich to the financing of Ukraine and its activities directed against the interests and state security of the Russian Federation.

Earlier it became known that 2,3 billion pounds sterling received by Russian oligarch Roman Abramovich from the sale of the Chelsea football club will go to the “fund for supporting victims of the war in Ukraine.” It would be "one of the largest donations to war victims in history."

Nilov suggested that these funds could finance activities against Russia and its state security. Nilov asked the Prosecutor General to check reports about Abramovich’s involvement in financing the Cabinet of Ministers of Ukraine, about his consent to the transfer of funds in relation to articles of the Criminal Code of the Russian Federation on promoting terrorism and high treason.

“I’m sure I’m not the only one interested in this deal. People are outraged by the activities of our oligarchs, who earn trillions in Russia, withdraw them in different ways, under different pretexts - some stupidly through offshore companies, some, like Mr. Abramovich, through yachting, sports and love for football and basketball. Mainly through English and American businesses. “I ask you to check how voluntarily the Russian businessman got rid of Chelsea shares and how voluntarily, as the British media claim, he allowed $3 billion to be transferred to the government of Ukraine,” Nilov said in an interview with MK.

After the scandal broke, Aramovich’s press service explained that the sanctioned businessman does not have access to the funds received from the sale of the Chelsea club, and therefore cannot give them to the “victims of the war in Ukraine.”

“After the sale of Chelsea FC, the money was never transferred to Abramovich’s account and has since been in the possession of the British authorities. Mr. Abramovich does not have access to these funds and is not involved in the process of their distribution. Before the sale of Chelsea, Roman Abramovich announced that he wanted the proceeds to be donated to a charity to benefit victims on both sides of the conflict between Russia and Ukraine. We are talking exclusively about humanitarian assistance to the population. However, after the sale of the club, the money was never transferred to Abramovich’s account, and has since been in the possession of the British authorities,” the report says.

British sources say Abramovich has agreed to this, which has simplified the procedure. Financial experts and lawyers have no doubt that Abramovich's goodwill can be taken into account when sanctions against him are lifted.

“Abramovich’s money, like my exes, lives its own life, back and forth. But all the excuses from his press service that he doesn’t know how the income from the sale of Chelsea is distributed are fairy tales for Russians, or rather for one Russian, you don’t even need to name his name, everything is clear. Abramovich maneuvers very successfully throughout his biography. And while you will be denied visas, treatment and technology, he will use the money he stole from you to buy another indulgence. The plastic world has won. And Ukrainians shouldn’t rejoice, this is a bribe,” Kirill Goncharov, a member of the regional council of the Moscow branch of the Yabloko party, wrote in his TG channel.

Political scientist Semyon Uralov is thinking about whether the oligarch, who was considered the “wallet” of the Yeltsin Family, will be punished in Russia.

“I wonder whether or not Abramovich will be given the Order of Honor and other state awards when the funding of the Armed Forces of Ukraine from his funds is officially confirmed? The status of a former governor, State Duma deputy and head of the regional parliament cannot be hidden on a yacht or transferred to offshore. I wonder how the state will behave when it is necessary to sanction troubles for one of the founding fathers of the entire system? What will prevail among the “chicks of Abramovich’s nest” - personal connections from the depths of the 90s or government positions? Difficult choice,” writes Uralov.

It is known that Abramovich actively mediated the negotiations between Russia and Ukraine when they were still taking place. Ukrainian producer Alexander Rodnyansky said that the Russian oligarch was attracted to this role by the head of the office of the President of Ukraine Andrey Ermak.

In June last year, Abramovich’s lawyers (Belgian law firm Daldewolf) brought to the English court, which was considering the oligarch’s claim, a letter of recommendation from the head of the Servant of the People faction of the Verkhovna Rada of Ukraine, David Arakhamia, which states that “with the assistance of Mr. Abramovich, it was possible to save more than 400 000 people."

The United States has so far refrained from including Abramovich on the sanctions list, following the UK, Canada and the EU. At the same time, Western officials are “increasingly ambivalent” about Abramovich; his motives are questionable; they see them as “an overt attempt to achieve the lifting of sanctions.”

Last week, the Wall Street Journal reported that Roman Abramovich's role in negotiations between Russia and Ukraine had narrowed to deals on prisoner exchanges and grain exports. Western and Ukrainian officials say they no longer expect Arbamovich to play a key role in resolving the conflict between Russia and Ukraine. At the same time, he remains a mediator acceptable both to Vladimir Putin and to Ukraine and its allies, sources close to the Kremlin told the publication.
