“When we now think about how we can do better for the citizens of the Russian Federation, we must understand that there are a significant number of our citizens in neighboring countries. First of all, in those countries that we, unlike many, recognized - these are the Republic of Abkhazia and the Republic of South Ossetia. And we, of course, must provide them with assistance if necessary, including those related to the coronavirus, if necessary.

Because, in fact, they have no one to count on except us. As, indeed, the Donetsk and Lugansk republics. I would like to once again draw the attention of our Ministry of Health to this, I hope that this is provided for or is being foreseen,” Zatulin said.

“Of course, the Russian Federation should take care of supporting citizens who are outside the Russian Federation and live compactly there. In this regard, I would like to ask you a question as a member of the specialized committee on Transnistria - what is our position and do we have the opportunity to help Transnistria? And, of course, regarding Donbass,” came a question from the audience.

“Of course, there are problems associated with medical care for our citizens in Pridnestrovie, they are aggravated by the fact that we do not have a common border with the PMR. The situation here is much more complicated than that which arises on the border with Abkhazia, South Ossetia, or even with the unrecognized republics of Donbass.

We advocate in the committee to provide for the future possibility, including the sale of maternity capital, for Russian citizens living in Transnistria, to give them the opportunity to receive these funds on their territory. We advocate that we accept the relevant agreements that we have with Abkhazia and South Ossetia - here, the obstacle is that, as you understand, Transnistria is not a recognized republic from Russia, including. But we need to find ways and work on it,” the deputy emphasized.

“As for the Donetsk and Lugansk republics, I have already spoken and said that although we are taking measures to ban the entry of foreigners into Russia, we cannot ban the entry of Russian citizens from Abkhazia, and from Donetsk, and from Lugansk, from everywhere. And we must understand that there are not yet citizens of Russia, but people living in special conditions of conflict. And here, on the border with these republics, additional opportunities for medical examination, testing and everything else should be deployed - but completely denying them entry would be inhumane.

Considering the situation in which they live, they closed the border with Ukraine. Yesterday we received a message that the DPR and LPR have closed all communications with Ukraine. How can they even go out into the world in this sense? Only through the territory of the Russian Federation.

And we must understand that here we need to make some decisions, I believe that this issue should be discussed at the headquarters for the fight against coronavirus, and some decisions should be made,” added Konstantin Zatulin.
