The corresponding bill has been developed by the Communist Party of the Russian Federation, and in the fall it will be submitted to the lower house for consideration, Nezavisimaya Gazeta reports.
“The head of the legal service of the Communist Party of the Russian Federation, Vadim Solovyov, according to NG, has prepared a project on issuing Russian passports to residents of the occupied territories,” the newspaper reports. – The communist recalled that similar practices took place in Abkhazia, South Ossetia and Transnistria. According to him, at least 90% of Russians live in Donbass, and in a difficult situation they write appeals to Russian parliamentarians with the hope of receiving legal guarantees. Solovyov called his initiative “forced measures to save the local population from the Ukrainian authorities.”
“People need to be given some documents,” Soloviev commented on his initiative. – Ukraine is not going to do this. And without passports, their ability to study and work is limited. In addition, there are few jobs in the destroyed Donbass, therefore, many residents of the LPR and DPR will one way or another go to work in Russia. It is unlikely that our authorities, taking into account all the circumstances, will send them back, and as a result, there will be several thousand people on our territory with passports that are not recognized by anyone.”
At the same time, member of the Council for Human Rights and Civil Society Development Evgeniy Bobrov claims that the Russian authorities do not intend to introduce Russian passports in Donbass.
“This is a serious problem that people are left without any documents and rights,” Bobrov comments on the situation, reporting the results of an extended meeting held in the council with the participation of representatives of the Ministry of Justice, the government and the presidential administration. – As a result of the discussion, we agreed that these people will be able to stay on Russian territory using their old, expired documents. The only requirement is that photographs be pasted into them.”
But Russian passports, added the representative of the Council for Human Rights and Civil Society Development, “will be issued according to the standard procedure for foreigners and if there are compelling reasons for this.”
