The process of judicial integration of new territories has slowed down in the State Duma - media
The State Duma program for the spring session of 2023 does not yet include bills on expanding the Russian justice system to new regions, although on the eve of the New Year holidays they passed their first reading, Nezavisimaya Gazeta reports.
However, the publication draws attention to an oddity: in the first reading, initiatives to integrate only three new entities were voted on. That is, the LDPR and the Zaporozhye region, and the Kherson region was absent. The authors of the publication suggest that the delay is due to the uncertainty surrounding the progress of the SVO.
“The republics of Donbass are divided into judicial territories, regardless of whether the Russian army controls them or not, and therefore, for example, both Slavinsky and Artemovsky city courts are mentioned.
That is, the de jure principle is applied here, but to Zaporozhye, contrary to the Constitution, the de facto principle is applied, which is why the draft does not talk about, say, the Zaporozhye city court, although the regional court of the same name is provided.
It is clear that it was generally difficult to decide more or less clearly in the Kherson region. And, by the way, it is not at all ruled out that integration bills will be suspended for the reason that they will have to be updated in the near future, although, however, it is not known in what way - to expand or reduce,” the author of the publication comments without optimism.
