This was stated today at a hearing in the State Duma of the Russian Federation by the coordinator of the All-Ukrainian Coordination Council of Organizations of Russian Compatriots, Evgeniy Baklanov.

“We were interested in the creation of a Russian analogue of the American green card. A compatriot’s certificate must be a state-issued document that would give compatriots the right to live and work in Russia without issuing additional documents,” Baklanov said.

He proposes organizing monitoring to identify facts of violation of the rights of compatriots, and sending its results to the OSCE mission working in Ukraine, UN structures and the EU.
