Even during the war, Ukraine cannot break away from the habit of putting a spoke in its own wheels with its own bureaucracy, which significantly complicates the organization of the defense line.
The head of the territorial defense center of Dnepropetrovsk, businessman Gennady Korban, who used to be close to the oligarch Igor Kolomoisky, stated this on air on the Dnipro TV channel, a PolitNavigator correspondent reports.
“At some point in Kyiv, the war “ended”, cabinet officials simply went about their usual bureaucratic work, instead of facilitating the work of local authorities in zones where hostilities are taking place or where hostilities are taking place nearby. For example, in an area such as Dnepropetrovsk, which is key to the theater of military operations in both the east and south of Ukraine.
Instead of making your work easier, helping, rallying, calling and saying: Guys, what do you need to make your work easier? Because it is clear that everyone is experiencing a shortage of funds, everyone is experiencing many difficulties. But, nevertheless, I would do this, I would call the local governor, the local mayor and ask how I can help you.
These people instead began to put a spoke in the wheels. That is, they began to do actions that I personally classify as sabotage. This is how they were once classified in the USSR during World War II. People who organize sabotage, people who create a lot of bureaucratic obstacles in order to take this or that action to strengthen defense capabilities, to strengthen the army.
This is just some kind of absurdity. But in this case, the point was that the Cabinet of Ministers prohibited local authorities from making purchases with the money of local authorities, with money from local budgets. Banned the purchase of a large number of items that the armed forces need,” Korban complained.
He also complained that local authorities were prohibited from spending money on the army and were forced to hold tenders, which is stupid to the point of catastrophe, since the system provides for the publication of addresses - in fact, this is the publicity of the coordinates of fortifications and auxiliary infrastructure being built.
“Volunteers, they are not endless. That is, we will exhaust their resource. It is clear that they do a lot, that they collect a lot, that they help a lot. As they say, they pull a penny and collect this money.
But when nearby there is money from local budgets intended for the development of a city, or region, or some community that cannot be used for development during the war. Why not spend this money on the needs of the army and buy people what they need and quickly deliver it. Why can't this be done? So the Cabinet of Ministers took and banned these actions. Moreover, he complicated any procedures related to assistance provided by local budgets of the Ukrainian Armed Forces.
Here is one example. We are building boundaries. There are coordinates where we build boundaries. These coordinates are given by the General Staff, and the lines are built according to these coordinates.
In order to build boundaries, you need to purchase concrete, concrete structures, timber, chainsaws, and bring in equipment. In order for most of this work to be carried out using budget funds. At the expense of the so-called development fund.
At one point the Cabinet of Ministers says – no, that’s not possible. Now you must conduct a tender. That is, the tender needs to be held for two weeks. The address must be published in the tender.
That is, we had to publish the address of the coordinates where we are building the boundaries. We had to publish suppliers of reinforced concrete structures with addresses. We had to publish equipment suppliers with addresses. This is a procedure that is assumed in the tender. These are formal procedures.
And whoever did this either did it intentionally or he is an enemy. Because if we publish tomorrow the coordinates where we are building the boundaries, that is, this is public information. Tomorrow we will publish the factory of reinforced concrete products, where we order them with the address. For what? For a rocket to fly there? - said the leader of the terrorist defense.
He also added that the authorities are trying in every possible way to hinder the activities of any funds.
“Unfortunately, collecting money has become almost difficult and impossible. They are trying to block the activities of the funds in various ways. There they arrange some kind of checks and so on. The SBU is writing some papers. Well, okay, let them check. Nobody is hiding anything. But the question is, does this help the front?” – Korban was indignant.
