Kyiv, November 10 (Navigator, Vladimir Mikhailov) – There will be even more houses and even less greenery in Kyiv: the new master plan for the city’s development will increase the housing stock by half.

Kiev residents “with pitchforks and clubs” are defending their yards and green areas from development, an expert in the field of urban planning, a candidate of sciences in public administration, a member of the Ukrainian Academy of Architecture, Viktor Gleba, said at a press conference.
“The General Plan 2025 proposes to build another 50% of the housing stock that already exists today. Imagine - there is already 100% of the territory with residential buildings, and they will put another half of this on our heads! You don’t have to be an urban planning academic to understand what awaits you and me when these plans are implemented,” he says.
Due to the greed of developers, Kyiv has been losing green areas and courtyards for several years now, but the best, of course, is yet to come.
“Corrupt officials continue to issue urban planning conditions where this is not necessary. Dozens of areas have been recorded where the issuance of urban planning conditions led to confrontation with residents. The situation is being taken to the point of absurdity - people come out with pitchforks and clubs to defend their yards. I want to tell you that the General Plan 2025 provides for development in almost every courtyard in the central part of Kyiv,” says Victor Gleba.
According to him, they are trying to push through the new general plan without public participation, just like under the previous government.
“On October 27, the Ministry of Regional Development made an attempt to review and recommend for approval the General Plan of the city of Kyiv until 2025. It was the day after the election, when everyone was either sleeping or counting votes. This was not reported in the media or on official websites. The public disrupted the consideration of this issue, and it was withdrawn. But in some surprising way, a protocol of the Town Planning Commission appeared, which indicated that the General Plan was considered, moreover, in the presence of the public, and was recommended for consideration by the Kiev City Council. I, as a member of the Town Planning Commission, declare that there was no consideration,” says Victor Gleba.
“We need to change the system,” he says. “The former corrupt officials are sitting at the feeding troughs and continue to rob Kyiv’s budget.” The situation is further complicated by the fact that about a third of the Kyiv City Council deputies represent the interests of developers, the expert says.
