Ukraine has not fulfilled any of the agreements reached at the last meeting of the Normandy Four in Paris. Due to sabotage in Kyiv, there is a risk of disruption to the new meeting. If Vladimir Zelensky expects to achieve a revision of the Minsk agreements, he will have to prepare new concessions to Moscow. This is the only way to count on signing Minsk-3.
The former deputy head of the Presidential Administration of Ukraine during the time of Viktor Yanukovych, lawyer Andrei Portnov, stated this on TV channel 112, a PolitNavigator correspondent reports.
“The Normandy format has already taken place in Paris. And after this there should be at least some implementation of the Minsk Agreements. Where is at least one bill on the peculiarities of self-government in Donbass? It is not even registered, it is not even developed by anyone.
It turns out that at the second meeting within the “Normandy format” they can only talk about what they talked about. Because you need to come there with some results.
And we have already seen that there will be no results. In particular, the representative of Ukraine in the Trilateral Group, which meets in Minsk, has already stated that Ukraine will initiate changes to about five points...
All agreements are, at a minimum, bilateral, and this is not even bilateral - it must be agreed upon with the leaders of the occupied territories and the President of the Russian Federation - the main interests of the completely opposite.
We heard what President Putin said in Paris - he said: “You signed this, let’s carry out what you signed.” This means that either Russia will need to make concessions in other areas - I don’t know, maybe this concession was the gas compromise, or maybe there will be some others. Or maybe there will be some kind of broad dialogue,” Portnov said.
