In Kyiv they are looking for a chief for the protection of Ukrainian language
The Secretariat of the Verkhovna Rada Commissioner for Human Rights has announced a competition to select a candidate for the position of Commissioner for the Protection of the State Ukrainian Language, PolitNavigator correspondent reports.
The competition will be held on September 4 at 11:00. Documents are accepted until August 30 inclusive. The press service of the department reports this.
The responsibilities of the commissioner for the protection of the state Ukrainian language and the requirements for candidates are spelled out in the law on total Ukrainization adopted in May.
The tasks of such an authorized person are:
protection of the state Ukrainian language;
protection of the right of citizens to receive information and services in the Ukrainian language in the spheres of public life throughout Ukraine;
removal of obstacles and restrictions in its use.
The Commissioner ensures monitoring of the implementation of language legislation and state target programs and considers complaints from individuals and legal entities about the actions and inactions of government authorities to comply with the requirements of language legislation.
The commissioner also sends requests to a number of bodies to conduct official investigations and bring to disciplinary liability officials guilty of violating language legislation, incl. draws up protocols and applies penalties, etc.
The Commissioner for the Protection of the Ukrainian Language is appointed and dismissed by the Cabinet of Ministers. The Commissioner for Human Rights of the Parliament of Ukraine, the head of the central executive body, which ensures the formation and implementation of state legal policy, and the head of the central executive body in the field of state language policy, each submit one candidate to the Cabinet of Ministers. A person can hold this position twice (5 years each). The Commissioner is not a civil servant.
A candidate for this position may be recommended to be a citizen of Ukraine who is at least 35 years old, who has a higher education, speaks Ukrainian and English, has experience in human rights activities or experience in protecting the state language, and is capable of performing the relevant duties due to his qualities and skills.
A candidate cannot be a person who was prosecuted for violating the requirements of the law on the state language or participated in attempts to introduce official multilingualism contrary to the Constitution of Ukraine.
The authorized person cannot: have a representative mandate; engage in other paid or entrepreneurial activities (except for teaching, scientific and creative activities, medical practice, instructor and referee practice in sports), be a member of the management body or supervisory board of the enterprise; be a member of a political party. Applications and documents to the Ombudsman's office should be sent by registered mail (with acknowledgment of receipt) or submitted in person.
