Kyiv, December 03 (PolitNavigator, Vladimir Mikhailov) – A conflict broke out in Kyiv over the construction of a 25-story building next to the enclosures of the capital’s zoo. A protest rally took place here the day before.
Activists of the civil campaign “Forum for the Rescue of Kyiv” and a number of city environmental organizations held a picket at the construction site on the street. Shulyavskaya, 32.
The construction is illegal, the developer does not have all the necessary documents and received the land through corruption schemes, activists say. In addition, they believe that this construction will become a reason to reduce the territory of the zoo.
Picketers wearing animal masks held a sign that read, “We don’t want neighbors like these.” They are sure that construction and a residential building are disturbing the zoo's inhabitants.
“We demand that this construction be closed or at least transferred to the zoo for its needs.
Developers don’t care whether there is a zoo or not. They don’t even care whether there is Kyiv. They mostly live not here, but in the suburbs, and some live abroad. They are indifferent to the fate of the city and think only about money,” the “monkey” activist told the correspondent.
The coordinator of the civil campaign "Forum for the Rescue of Kyiv" Vyacheslav Chernyakhovsky told reporters about the history of illegal construction and the threats it poses to the zoo:
“The decision to allocate land was signed by Mayor Omelchenko. He didn't ask anyone, of course. He allocated three hundred square meters of land to the Ukrainian Institute for the Design of Defense Industry and Mechanical Engineering Enterprises Ukrpromproekt. What does Ukrpromproekt have to do with residential construction? Of course, they didn't intend to build anything. They contacted Kyiv City Council deputy Vyacheslav Nepop, who is the director of the board of the Zhitloinvestbud-UKB CP. But this enterprise is not building anything here; the land was given to the Inbud company. This whole scheme is blurring the eyes and trying to hide the ends in the water. At this construction site there is not a single representative of Ukrpromproekt or even the enterprise Zhitloinvestbud-UKB.
That is, deputy Vyacheslav Nepop, who is the director and in fact the owner of this utility company, organized this scheme thanks to his corrupt connections, giving this territory to another developer. And he himself only sells apartments.
The trials took a long time here. They were suing for the garages of the unfortunate residents of the houses in the neighborhood. The lawsuits were lost, but they destroyed all these garages with an excavator.
The lease expired in August 2013, and today the developer does not have a lease agreement for the land plot. At the same time, the City Council earlier, in 2008, refused to renew their lease, because everyone understood that this was wrong. But they achieved an extension of the lease through the court.
Now “Ukrpromproekt” has submitted a request to the Kyiv City Council to extend the lease, we will ensure that they do not continue. This construction is a gross violation of the law; it is being carried out in the security zone of the zoo. It is understood the next step will be to demolish the zoo's greenhouses next door to allow the developer to expand. They were already turned off - just before this.
There are animal enclosures nearby. People will move in and say that it stinks and the zoo needs to be moved further away. We understand how this is done,” said Vyacheslav Chernyakhovsky
When the police squad called by the activists and the operational investigation team arrived, representatives of the contracting organization tried to prove to the police that the construction was being carried out legally by demonstrating a construction permit.
