One of the leading Kyiv providers, LocalNet, promised its clients that it would not block Russian sites until it received “a mechanism for implementing the presidential decree and the timing of its implementation.”

“Currently, neither Decree No. 133/2017 nor the Law of Ukraine “On Sanctions” has a clearly defined and described mechanism for limiting Internet users’ access to prohibited resources and services,” the message says.
The company noted that the Internet Association of Ukraine (InAU), of which the company is a member, sent letters to the president, the chairman of the National Security and Defense Council, the Security Service of Ukraine and other bodies to obtain clarification regarding the mechanism for implementing the decree and the timing of its implementation.
LocalNet will determine next steps and additional resources to implement this decree depending on the mechanism chosen by government agencies to implement this ban.
