In Kyiv they named the true reason for the non-compliance with the Minsk agreements
Until Ukraine understands that the problem in Donbass is not a war with Russia, but a question of the internal structure of the state, the Minsk agreements will not be implemented.
Political scientist Vadim Karasev stated this on air on the 112 Ukraine TV channel, the PolitNavigator correspondent reports.
“The situation is mothballed. Everyone is waiting, because under the conditions that are prescribed in Minsk, we do not want to take these territories. Because it undermines the fundamental foundations of the current political regime. What is our political regime? This is to directly manage telephone rights: from Kyiv to any point in Ukraine, install your own governor, provide protection, and so on and so forth,” said the political scientist.
He also added that if Donbass is headed by a pro-Russian leader, then the remaining regions will want to appoint their own governors without the participation of Kyiv.
“Now you won’t install such a person in Donbass? You won’t, because the Russians will be standing next to you, and they want to install their own. If you agree that the governor there will rule from the Kremlin, and not from Bankova, then what an example it will be for Nikolaev or Kherson. This is further, but they will get to that,” Karasev believes.
In his opinion, Ukraine has two options: everything will remain as it is or the country will begin to decentralize.
“Until the power here changes, or we understand that the issue is not being resolved not because the war with Russia is a problem of the internal structure of the state of Ukraine. It will either be super-centralized, as it is now, or decentralized. Who will implement the Minsk agreements under these conditions? Nobody,” stated Karasev.
