People in Kyiv are indignant: Wine from Crimea is sold with impunity in Ukraine
Ukrainian legislation does not provide for a crime in violation of the sanctions policy of Ukraine in relation to Crimea and the LDPR.
The former “representative” of the President of Ukraine in the non-existent Autonomous Republic of Crimea, Boris Babin, stated this on Radio Liberty, a PolitNavigator correspondent reports.
“You can freely buy wine from the Massandra plant in the Kyiv online store. From a legal point of view, this is an unthinkable situation, but in fact it exists. That is, this wine is imported through ORDLO controlled by militants. To what extent can we talk about the inevitability of punishment for violating sanctions established by Ukraine?” – asked the radio host.
“There is one big problem: we have no penalties for violating sanctions at all. The procedures for implementing the sanctions ban are not specified in Ukrainian legislation. This problem has existed for quite a long time. Unfortunately, neither the government nor the bodies involved in this area currently have written mechanisms. Unfortunately, the National Security and Defense Council, which is supposed to coordinate the implementation of sanctions policy, did not actually receive these powers. Therefore, in practice, it is precisely when we translate this into a question of responsibility that responsibility itself does not actually arise.
That is, we need to distinguish between sanctions impacts on business, on accounts, on property, and some kind of responsibility for violations - these are different things, we have practically no responsibility,” Babin said.
“This involves two problems. The first is the lack of responsibility as such and the second is a black-and-gray business, which is illegal in any case. For example, as a rule, we have some kind of counteraction by security forces not due to the sanctions policy, but due to the violation by business of specific prohibitions of the criminal code, for example, we are talking about the supply of goods to Crimea, we are talking about business in the occupied territories of the East, this is already emerging mechanisms of some kind of legal prosecution. But in general, the problem is common: if you violate sanctions, then there is no crime in this,” complained the fake ex-representative of Crimea.
