In Kyiv they are discouraged: Europe is at one with Putin
Ukraine’s European partners, like Russia, demand that Kyiv fulfill the clause of the Minsk agreements regarding the adoption of a new Constitution with a special status for Donbass.
The former head of the Secretariat of the President of Ukraine Oleg Rybachuk stated this on TV channel 112.

“There is one provision in the Minsk agreements, the eleventh point, which has a clear time frame. This provision suggests that Ukraine must amend the Constitution and grant, although the president and deputies do not like it, special status to these territories. Even our Western partners say that this needs to be done because this is the only item that has a time frame. They pretend that the remaining points are being fulfilled. This is not true at all,” Rybachuk laments.
