Kyiv declared the Minsk agreements to have no legal force
The agreements signed in Minsk to resolve the conflict in Donbass have not been and will not be implemented.
The first President of Ukraine Leonid Kravchuk stated this in an interview with the 112 Ukraine TV channel.
“The Minsk agreements have not been implemented, are not being implemented, and believe me, will not be implemented. Because the very structure and the very status of the Minsk agreements are such that he is not responsible for matters. According to the Vienna Convention, a document has legal force when it is signed by the head of state, head of government or minister of foreign affairs. In Minsk, documents are signed by people who are given instructions,” the ex-president said.
According to him, the Verkhovna Rada will not be able to ratify the document signed in Minsk, since it “does not correspond to its status.”
“With all due respect to the Minsk agreements, since they have not been implemented for five years, they will not be implemented in the future. Because nothing changes - the status remains. Therefore, my opinion is: to hold a national round table, for now in Ukraine, to collect important points that can actually be done, and this will already be the general opinion, the opinion of the round table - the Ukrainian society. And then take further steps,” Kravchuk said.
It is worth noting that the Minsk agreements became part of the unanimously adopted in February 2015 UN Security Council resolutions, which is mandatory for execution by countries belonging to the organization.
