“What might be interesting about the next 2018? Almost a fifth of the defense budget is planned for rearmament. This is a very good indicator; 16 billion UAH can be spent on rearmament.
The first priority, as always, remains the creation of asymmetric capabilities, the creation of a missile shield that will help turn the armed forces into a true deterrent. Why rockets? Because this is a weapon that Ukraine can make on its own, without external partners. This is a very important point.
The second priority, according to our version, is the creation of a unified troop command and control system and further re-equipment with new communications equipment. We believe that if this plan is implemented, the potential of the armed forces will actually increase by 40%. Compared to rearmament with tanks, etc., this is a cheaper method.
The third priority is the launch of mass production of the Oplot tank. This is an important psychological factor that created the idea in society and expert circles that the state is not able to ensure the launch of serial production of high-tech weapons for the armed forces.
The fourth priority is setting up the production of ammunition, primarily large calibers for artillery and tanks, including guided munitions. Ukraine is one of the ten countries in the world that has adopted guided munitions.
The fifth priority is to increase the production and supply of those weapons that have already been mastered. These include anti-tank systems, unmanned aerial systems, and modernized helicopters. There are not enough new weapons at the front,” he said at a press conference in Kyiv.
