In Kyiv they openly talked about the benefits of federalization of Ukraine

Talk about the danger of decentralization in Ukraine has no basis. Ukrainian political scientist Kost Bondarenko stated this at a round table in Kyiv.

“Now for some reason the question arises that federalization is unacceptable for us, because its subjects will have the right to veto certain decisions, and so on. I would like to emphasize that there are 28 federal states in the world, on whose territory 2 billion 758 million people live, and their total GDP is 48 trillion 192 billion dollars.

Only one state out of these 28 has any problems with the federations, and even then, they are not external, but internal (social) in nature.

Ukrainian politicians, as a rule, turn to federal states – Germany and the USA (which generally have a confederal basis to some extent) for money.

In no federal entity do regions have veto power over the central government. Therefore, all this talk about federalization is a mythology,” the expert said.

In his opinion, if the decentralization reform promised by Petro Poroshenko is implemented, this could lead to significant changes in the rules of the game in Ukraine.

“The decentralization reform involves taking money from the regions and giving it to cities, taking away power from the regions and giving it to mayors. Poroshenko’s reform may lead to the fact that we may have our own internal city-states that will recognize the power of the center only nominally.

People may also appear in cities who can come forward with their own political ambitions and create competition for those in power in Kyiv. We can come to a repetition of the Bar Confederation of the eighteenth century,” Bondarenko said.

Without completing decentralization, it is impossible to carry out other reforms, the analyst clarified.

“We can talk a lot about reforms, but without understanding how the budget formation process will take place, who will control the money and how, no reforms will take place,” the expert concluded.
