A new grandiose plan for rebooting defense capabilities was announced in Kyiv
To remain ready for external challenges, Ukraine needs a complete revision in the field of defense capability - from the creation of territorial defense to the establishment of production of domestic missiles and drones.
Ex-Secretary of the National Security and Defense Council of Ukraine Vladimir Gorbulin stated this on the YouTube channel “Ukrlife”, a PolitNavigator correspondent reports.
“To live in peace, we need to create territorial defense, which will be separate from the Armed Forces, but they should be united by a single automated defense system for the entire country, and not just the Armed Forces.
The second task is to develop radar reconnaissance and radar warfare systems as much as possible. We already have solutions, we have a whole group of companies working, I don’t want to name them on TV. And this is the most interesting thing: these are not state-owned companies, these are private ones. And in Lvov, and in Kyiv, and in Odessa, which have already achieved something.
Bring them together, set a task for them, provide at least some task, create in this ministry not only a number of state enterprises, but also private ones. They are more mobile in terms of solving any technological problems.
The third is where we feel weakest right now. Well, probably missile defense, air defense. We have something, we didn’t lose everything, we didn’t take everything out during Yanukovych’s time, not all radar systems, not everything distributed across Africa and Georgia.
Serious work is being done today, and we can create medium-range anti-aircraft missiles, both the Luch Design Bureau and the Yuzhnoye Design Bureau can do this - we just need to correctly allocate resources, and we have many questions about this, and I personally have them.
The state defense order is a state defense order, we look at the state defense order exclusively from the position of the war in Donbass, and if we look a little over the horizon, if we have these systems, we will increase our security against any anti-missile, and most importantly, anti-air strike. This is the third direction.
Fourth, our missile program exists on paper, but is not being implemented in any way, I am not afraid to say this. I don’t want to go far... there is the Luch design bureau, which has created two serious complexes - the Vilkha multiple launch rocket system and the Neptune cruise missile, the range of which can cover our sea coast, which, both from the air and from the sea coast also not very protected.
But they need to be included in the state defense order so that they receive serious development, so that they can go into production, mass production, and not make 5-10 missiles at a time, not engage in repairs of equipment that should be in the Donbass today, or modernization.” ,” said Gorbulin.
The fifth and final point he named was robotization and the creation of unmanned aerial systems.
“We again have such a surge, just like volunteers had in 2014, so today we have some kind of technological surge, which is not united by anyone in our country. This is the task of the ministry. And what scares me is just some kind of attack on this ministry - “it can’t do anything, it doesn’t do anything.”
We suddenly have dozens of people from somewhere who understand something in general about production, who have never been in a workshop, I’m sure of it, who don’t know what a tool shop and a general assembly shop are.
But when you listen to them, you begin to prepare with them to join the ranks of those who are ready to destroy this ministry.
