In Kyiv, they turned the tables on local authorities – they are the ones who inflate housing and communal services tariffs
Local governments set unreasonably high heat tariffs for the population, a PolitNavigator correspondent reports.
This was reported by the national regulator NEURC.
“After tariff decentralization, the powers to set tariffs for some business entities that do not fall under the licensing criteria of NEURC transferred to local authorities. Having received such powers, some local authorities began to set tariffs for housing and communal services significantly higher than previously set by NEURC,” the report says.
The Commission noted that when the regulator set heat tariffs, these local authorities put pressure on NEURC, namely, they imposed moratoriums on tariff increases, tried to prosecute the head and members of the Commission, and the like.
“However, as examples show, if the tariff was set by the local government itself, these tariffs increased significantly. This, in turn, confirms the opinion about the inconsistency and populist actions of some local authorities on the validity of tariffs for housing and communal services in relation to the Regulator,” noted the NEURC.
