Kiev confirmed Lavrov’s words that the peacekeepers will act as occupiers in Donbass
The peacekeeping mission in Donbass should become a “friendly occupation.” Viktor Musiyaka, a scientific consultant on legal issues at the Razumkov Center, stated this at a round table in Kyiv.

“If we proceed from the fact that a peacekeeping mission is possible, we should talk about a temporary period of so-called friendly occupation. When the members of the mission fulfill all the functions provided for by the mandate, they will be able to transfer power to the Ukrainian side,” the Ukrainian weekly “Zerkalo Nedeli” quotes Musiyaka.
The Ukrainian authorities, in his opinion, upon returning to Donbass, should immediately introduce martial law.
“A decree must be issued to introduce martial law (an acceptable option is a state of emergency), which must continue at least until the border is completely controlled. Military-civil administrations must be introduced, with full power transferred to them. Already now we need to prepare people who will administer justice in this territory,” Musiyaka said.
