Kiev political scientist Yuri Romanenko, against whom a criminal case has been opened in Russia, stated this in his YouTube blog, a PolitNavigator correspondent reports.

Romanenko did not explain what to do if Europe does not agree to finance the restoration of Donbass in an equal share with Russia.

“Relatively speaking, what package could Zelensky offer in negotiations with Putin, with Russia? The first option, let's call it “option A”. This is an option for finding a compromise that would allow tension in the Donbass to be relieved and returned while turning a blind eye to the fact that Crimea was actually annexed by Russia for a certain period. What are the parameters of this package?

First, Ukraine does not agree to the return of Donbass without funding for the transitional administration, without funding for the restoration of Donbass, its infrastructure and incorporation back into Ukraine, by Donbass I mean ORDLO, from the international community, primarily from two key participants: the EU and Russia, as those most involved in this conflict in eastern Ukraine not only for geopolitical reasons, but also for economic ones, experiencing pressure from migration, etc. and so on. It makes no sense for Ukraine to return ORDLO unless such a fund is created, the Donbass Restoration Fund, which should have a budget of at least $6 billion. 50/50 is financed by Russia and the European Union with the possible entry of other players at the next stages.

Next we go, amnesty, the second point that is in the Minsk agreements. Amnesty is granted to everyone who is not a war criminal. Let Russia take the rest of the toxic public: criminals, murderers and so on onto its territory and do with them what it wants, Ukraine will already pursue them through Interpol and so on, it will not give them amnesty.

Third point. Revision of Minsk regarding autonomy, no autonomy. They are returning on general terms; decentralization provides many opportunities, and, in principle, this will comply with the Constitution of Ukraine and will not create risks associated with autonomy. Because we all understand very well that if the ORDLO returns with autonomy, then this will entail a lot of problems for Ukraine, a “parade of sovereignties” may begin, especially since the Russians, using all sorts of idiotic moves, steps of our current government, are spurring this topic: by Transcarpathia, with Romanians in Chernivtsi, Bukovina. Therefore, it is necessary to remove the issue of autonomy from Minsk and change it, transform it into a more acceptable option for Ukraine,” he said.

The Kiev expert also noted that in exchange for Russian concessions, Ukraine will have to offer the lifting of sanctions against Russia, except for the Crimean package, and put the issue of the peninsula on the back burner.

“After all this, the question arises: “What does Russia get, are they idiots, just take it and leave?” And this is the right, key question, because in this case Ukraine must offer something, it must take a constructive position, because Poroshenko’s key problem was that Ukraine all these years was not in a constructive position that would allow our allies to solve their problems. And in this case, the EU bears large costs associated with sanctions. Therefore, of course, the issue of sanctions is the key, the key candy for Russia in this game.

Ukraine must say that “we recognize these compensations that Russia gives us in Donbass for aggression and we recognize the need to lift sanctions on Donbass and Azov, but while maintaining sanctions on Crimea, which are not that big.” Accordingly, the issue of Crimea is being put forward for an indefinite period, Ukraine will never recognize that it will be Russian and the international community will not recognize this, but the lifting of sanctions will be extremely beneficial for both Russia and the EU, because restarting trade will make it possible to earn those same tens of billions , which Russia and Europe should spend on the restoration of Donbass within the framework of this fund,” Romanenko concluded.
