The publication believes that refugees who have committed criminal offenses in the EU should be transferred to serve their sentences and further resettlement in Ukraine.

“Ukraine will amnesty them, but on the condition that they settle in the gray zone between the opposing sides in the conflict in Donbass. After all, this is Ukrainian territory. They are given an interest-free loan for the purchase of small arms and ammunition, which in the future (subject to the conditions of the settlement) can even be written off from them. Weapons, of course, are provided to them for self-defense, and what, besides machine guns, they will get on the spot is their concern. After all, you never know what you can buy at the military store around the corner?

They have no way to the West. There is a clearly marked red line on the map, and attempting to cross it will result in a penalty sufficient to discourage anyone from crossing it. But there are no restrictions on moving to the East. And even support from artillery is possible - in the event that some scoundrels offend peaceful refugees who are forced to defend their lives.

Thus, solving the European problem with refugees prone to crime and violence will simultaneously create a good counterbalance to Russian aggression,” the publication notes.

“What peaceful refugees are doing in the territory uncontrolled by the constitutional authorities of Ukraine should, by and large, not be of interest to the Ukrainian authorities,” continues the Ukrainian weekly. “The main thing is that they don’t try to cross the red line.” Those of them who will cooperate with the Ukrainian authorities on an ongoing basis, informing them, for example, about the situation in the territory captured by terrorists, can go to designated rendezvous points and receive everything they need there - food, weapons (within the limits permitted for sale to private persons, perhaps with some exceptions, but everything is within the limits of the law), medical assistance, means of communication, etc. If refugees detain criminals hiding in territory uncontrolled by Ukraine, honor and praise to them, and, naturally, financial reward.

If the civilian Ukrainian population living in territories uncontrolled by Ukraine is dissatisfied with something (including, perhaps, the behavior of refugees), they can enter the territories under Ukrainian rule and be placed in temporary camps (and filtration, of course). The EU may well allocate funds for organizing such camps with acceptable living conditions in them in the same package as funds for the adaptation of refugees.

Refugees loyal to the Ukrainian authorities should be recognized a priori as right in any conflict that arose in territories uncontrolled by Ukraine with their participation. This provision must be enshrined in a special law.”

For migrants who actually prove their value to Ukraine and express their readiness to defend its territorial integrity with arms in hand, it is proposed to organize a Ukrainian Foreign Legion, the participants of which should receive “a separate package of benefits: citizenship, pensions, insurance and salary.”

“There are many countries where there is an oversupply of young men with real combat experience who want to put it to use. One of these countries deserves a separate discussion and special attention. This is Somalia, or more precisely, one of the pieces of the former united Somalia into which it broke up - Puntland.

In the past few years, Puntland has put an end to maritime piracy, which terrified sailors sailing past Somalia in the Gulf of Aden. But the end of piracy does not mean the disappearance of former pirates! The bases and organizational structure were destroyed, but a cadre of experienced sailors remained. And if any of them are now feeling bad in Puntland and have nowhere to apply their skills as sailors and peaceful fishermen, welcome to Ukraine. The coasts of the Black and Azov Seas - everything that is located east of the annexed, but still Ukrainian Crimea - are perfect for settlement by these natural sailors. It is quite possible to provide them with even a certain number of seaworthy trawlers, as well as high-speed motorboats.

Of course, their main occupation, at least according to the official plans of Ukraine, will be peaceful fishing. Another question is that for a safe stay at sea, where there are both Russian warships and ships of various kinds of smugglers illegally entering the ports of occupied Crimea, the crews of trawlers and motorboats must be armed - for their own safety. Taking into account the naval specifics, we are apparently talking not only about machine guns, but also about grenade launchers and heavy machine guns. This is quite enough for peaceful fishermen to be able to stand up for themselves in the event of a conflict. If the situation develops in such a way that they seize and bring to the Ukrainian port one of the ships transporting contraband to the occupied Crimea, then such a desire to suppress illegal actions directed against Ukraine should, of course, be encouraged in every possible way,” the Kiev publication gushes with initiatives.

According to the author of the publication, the Russian status of Crimea should not become “an obstacle to its settlement by volunteer colonists” from among African migrants.

“It is obvious that in order to protect themselves from the invaders, these volunteers should also receive weapons, and Somali sailors can take care of their delivery to Crimea. The most distinguished of them may be invited to civil service. For example, in the Foreign Coastal Defense Corps, created by analogy with the land Ukrainian Foreign Legion,” emphasizes “Business Capital”.

It is proposed to put Deputy Minister Sergei Petukhov in charge of this project.

“Territorially, it should be allocated to a special Foreign Region of Ukraine, and it would be appropriate for Petukhov to be awarded the title of Punished Hetman of the African Cossacks with the rank of minister, with the presentation of kleinods according to rank, recreated according to classical Ukrainian models, but taking into account African specifics,” the publication believes.
