In Kyiv they offer the LDPR an international temporary administration
One of the real ways to end the war in Donbass is external control of the region.
The Kiev online publication Apostrophe writes about this, a PolitNavigator correspondent reports.
The publication notes that Ukraine is under pressure from external players who demand that Kyiv fulfill its obligations under the Minsk agreements.
“At the same time, there are a number of additional tools and opportunities that are not provided for by Minsk-2, but do not contradict it. Moreover, they directly reflect international peacekeeping practice. Such a tool, first of all, could be the introduction of a transitional International Provisional Administration (IPA) in the territory of ORDLO. Experts from the International Center for Advanced Study were among the first to present such a path to peace,” the publication writes.
It is indicated that in world practice, MBA is a form of legitimate provision of governance during the transition period in territories where legitimate government structures do not operate.
“The creation of the IVA is agreed upon by the parties to the conflict and approved by the UN Security Council, which adopts a corresponding resolution on the basis of Chapter VII of the UN Charter “Action against threats to the peace, violations of the peace and acts of aggression.” The UN has repeatedly applied MVA in various situations that arose as a result of decolonization (West Irian, Namibia), state collapse (territories of the former Yugoslavia), internal conflict (Cambodia) or foreign occupation (East Timor),” the author emphasizes.
We are also talking about the fact that MBAs usually provide for the creation of military and civil administrations in uncontrolled territory, which can perform police, political and socio-economic functions.
“That is, MBAs basically represent a transitional stage in the development of a certain territory and society on the path of secession or return to the state,” the publication summarizes.
As PolitNavigator reported, in Kyiv they said that Brussels is approaching the idea of dividing Ukraine following the example of Bosnia.
