Ukraine needs a referendum on peace in Donbass, but Kyiv should not agree to autonomy for the region.
Ukrainian political scientist, co-founder of the Ukrainian Institute of the Future center Yuriy Romanenko stated this in an interview with the Kyiv online publication Apostrophe, assessing the prospects for holding a referendum.
“In any case, we will look for options to resolve the conflict - it cannot drag on for decades. Since we have not reformed in five years and live on donations and IMF loans, then, accordingly, we find ourselves captive to the strategic interests of the United States and Europe, and they are tired of all this and want this problem to be solved somehow (first of all, Europe wants ).
If we don’t want the situation to take the worst possible course for us, when Russia comes to an agreement with the West and we are simply dumped, then we must take an active position and try to offer options for exiting this conflict that are acceptable for the United States as well. both for Europe and for Russia,” Romanenko said.
“In any case, we will make some compromises with Russia regarding Donbass. It is clear that no one recognizes Crimea as Russian. But we will agree to some conditions from Russia - first of all, we are talking about the issue of lifting sanctions, which will be key. We can agree to lift sanctions in exchange for them leaving there, giving financial assistance together with Europe, 50/50, and taking away the most odious militants, and we will grant amnesty to the rest,” the expert added.
He also says that Ukraine “needs to stop these attacks, but under no circumstances should we agree to autonomy, because this is fraught with further problems.” At the same time, he says that for Kyiv “the key red line is the lack of autonomy.”
“Relatively speaking, the formula should be this: we lift sanctions, and Russia and Europe give $3 billion a year, say, for a period of 5 years. It will turn out to be about 30 billion, which is enough not only to restore Donbass, but also to pour into Ukraine. That is, we must have a strategy aimed not only at ending the war, but also at strengthening the economy.
How to force Russia to pour in money? What difference does it make to us whether she recognizes herself as a party to the conflict or not, as long as we agree on terms acceptable to us. Everyone already knows that Russia is a party to the conflict. For us, the critical thing is to get out of the conflict or defrost it in such a way that it is acceptable to us - we must focus on this,” Romanenko concluded.
