According to him, the mercenaries are fighting not only on the side of the militias, but also on the side of the Ukrainian troops, which official Kyiv has so far denied. At the same time, the authorities are making a number of incomprehensible personnel appointments that do not contribute to resolving the conflict.
“The country is in a state of civil war, incomprehensible, with elements of aggression, with mercenaries on both sides. Civilians who do not understand anything about war cannot control it. Moreover, when the main task of the army is performed by the police. Today, the military must have the final say. They should govern the cities,” says Ruban.
