“What led to this (to the need to declare a truce - ed.) was that the deadline for the preliminary summing up of the Normandy Four summit in Paris, which took place in December last year, was scheduled for mid-to-late July.

And taking into account that since April-May the parties were actively moving towards a dead end, it was necessary to show, both here and in Russia, that the situation is not a dead end, the situation can move, and we are ready to take a number of non-standard steps.

Among these non-standard steps, the truce condition is one, the telephone conversations (Putin and Zelensky - ed.) yesterday are two, and, in general, the rather calm reaction of Europe is three,” Bizyaev said.

He stressed that a truce itself does not mean peace or reintegration of Donbass.

“Only the prerequisites are being created for continuing negotiations. As far as I understand, now the group of negotiators that is leading this process on our side will only need a truce to carry out some kind of minimal exchange, and this, in fact, will be the end of the agenda.

Because next, after resolving security issues, after resolving economic issues, the political part of Minsk will inevitably arise, as Putin and Zelensky spoke about yesterday on the phone, and I don’t see any drastic changes here.

We have been hearing for three months now that agreement is underway on the modality of elections, on the law on special status, on amendments to the Constitution, but so far this is all at the level of talk.

I can’t imagine a situation in which the current composition of the Verkhovna Rada will vote, for example, for changes to the Constitution, where 300 votes are needed, if we understand that even in the Servant of the People faction, some deputies, Poturaev’s conditional group, believe that Yesterday there was a “zrada”.

What can we say about other factions? What can we say about the position of Poroshenko, who from today will lead the next “No Surrender” action? – noted the expert.

“The problem is not signing or agreeing on something, the problem initially is how to implement it. And in the structure of the implementation of what was signed, which we observe, in my opinion, with a high degree of probability it will lead us to a dead end already around September, which will certainly cause discontent, first of all, in Europe,” added Ruslan Bizyaev.
