Kiev admitted that it had not funded the Ukrainian Cultural Center in Moscow for five years
The State Administration of Affairs (GAD) has not financed the National Cultural Center of Ukraine in Moscow for 5 years.

This is stated in the department’s response to a request from the Ukrainian publication LB.ua.
“We inform you that over the past five years, no allocations have been made from the state budget of Ukraine for the needs of the National Cultural Center of Ukraine in Moscow,” the letter says.
In addition, information on the amount of income from the rental of individual premises of the National Cultural Center of Ukraine in Moscow for 2016 will be able to be determined by the State Administration after receiving annual reports from the National Cultural Center of Ukraine.
The response to the request was signed by the acting head of the State Administration Ivan Kutsik.
The publication recalls how a serious conflict arose at the NKCU: some employees of the center under the leadership of acting director Andrey Babikov (working at the NKCU since 2009 and is responsible for economic issues, including relations with tenants) refused to recognize the powers of the new head of the NKCU, Vladimir Ionov and did not let him into the director’s office, changing the locks.
According to witnesses, eyewitnesses of the conflict and experts interviewed by LB.ua, this conflict has a clearly defined interpersonal nature, based on the material interests of its participants - namely, the reluctance to lose control over the shadow funds obtained through the rental of some premises of the NCCU.
“At the same time, open sabotage by NKCU employees of the order to appoint V. Ionov as director is carried out not without the connivance (even conscious approval is allowed) of some employees in the Main Directorate itself,” the publication notes.
