Kiev admitted that the United States has made serious concessions in Donbass
Judging by the Dubai negotiations between US Special Representative Kurt Volker and Russian Presidential Aide Vladislav Surkov, Washington and Kyiv agreed with the logic of the Minsk agreements, according to which the conflict in Donbass is internal.

The former Consul General of Ukraine in Istanbul, the head of the organization’s board, writes about this in a column for the website of the Kyiv magazine “New Time” “Maidan of Foreign Affairs” Bohdan Yaremenko, who noted that both “Ukraine and the United States at least partially agreed with the initial Russian proposal for peacekeepers – deployment along the contact line.”
“The phased deployment of the mission in connection with Minsk can hardly mean anything other than that the peacekeepers will move deeper into the occupied territories as Ukraine fulfills its obligations on amnesty, elections and the adoption of a new Constitution (all of which are parts of the Minsk agreements). This means that: Ukraine and the United States agreed with the logic of the Minsk agreements that the “conflict in Donbass” is essentially an internal conflict in Ukraine, which can be resolved exclusively through internal political action in Ukraine - changing legislation, expanding the powers of two of the four occupied regions, holding local elections, changing legislation, changing the Constitution,” writes Yaremenko.
He also believes that American diplomacy, represented by Volker, with the consent of Poroshenko and his diplomats, “considers it possible to reach a settlement without Russia recognizing its role as an aggressor and occupier.”
